Dubai is positioning itself as the Middle East’s gaming hub, driven by a strategic blend of investment, infrastructure development, cultural localisation, and an increasingly engaged gaming community. While the region has long been a consumer market for global gaming giants, Dubai is now transitioning into a creator and enabler of gaming innovation, setting the stage for long-term industry growth. 

At the heart of this transformation is significant investment. The UAE government has identified gaming and digital entertainment as key sectors in its digital economy strategy. In 2023, the Dubai Future Foundation announced initiatives aimed at fostering gaming talent and encouraging startups through funding, mentorship, and development spaces. These efforts, alone, are underpinned by a broader push toward economic diversification and technological innovation. 

The Dubai Multi Commodities Centre (DMCC) has even established a dedicated “Gaming Centre” to attract international developers, publishers, and esports organisations with tax incentives and robust regulatory frameworks.

Monetisation opportunities are also expanding at an unprecedented rate. The UAE gaming market was valued at around USD $484.1 million in 2023 and is expected to reach around USD $754.2 million by 2030. Dubai-based startups are exploring innovative revenue models, from blockchain-based in-game assets to mobile-first freemium strategies tailored to the region’s tech-savvy youth. 

Dubai’s global connectivity allows game companies to operate as bridges between Eastern and Western audiences. Games built in the UAE can reach markets in Europe, Asia, and Africa with ease, giving monetisation strategies a global scale while still being rooted in local relevance.

Building a Vibrant Gaming Community

Community engagement has become central to Dubai’s gaming strategy. The city hosts high-profile events such as the Dubai Esports and Games Festival and regional legs of international conventions like PGC, creating spaces for gamers, developers, streamers and fans to interact and network.

The rise of esports teams, Twitch streamers, and YouTube content creators is also playing a transformative role. Gaming is increasingly being viewed not just as entertainment, but as a viable profession, and Dubai is leading that cultural shift in the region. Government-backed training programmes and esports academies are helping to nurture local talent and build a self-sustaining ecosystem. 

Localisation That Resonates

Cultural relevance is key to engaging Arabic-speaking gamers, and Dubai-based studios are increasingly aware of this. Games that incorporate regional folklore, language, and storytelling elements are resonating strongly with local audiences. Studios that can speak directly to Gulf and wider Arab audiences are helping to build emotional loyalty and long-term user engagement.

This focus on localisation also gives international studios a blueprint for success in the region - those who localise effectively are rewarded with high retention and monetisation rates.
